The local community is invited to make written submissions to the Independent Planning Commission about a State significant infrastructure application known as the Port Botany Quayline Equalisation project (SSI-79878564), lodged by Port Botany Operations Pty Ltd as Trustee for Port Botany Unit Trust (NSW Ports). The project site is located within the existing Port Botany container and bulk liquids port in Botany Bay, within the Bayside Council and Randwick City Council local government areas.
The application seeks approval to increase the length of the quayline at Brotherson Dock (southern side), construct an additional wharf area, undertake dredging to provide material for the extended quayline and wharf, demolish an existing bulk liquids berth (BLB) and construct a new BLB.
The Department of Planning, Housing and Infrastructure has completed its whole-of-government assessment and has referred the application to the NSW Independent Planning Commission for determination because the applicant has made a reportable political donation. The Commission will determine the application as delegate of the Minister for Planning and Public Spaces.
Commission Chair Andrew Mills has been appointed to determine the application.
The key issues identified in the Department’s whole-of-government assessment of the development application include aquatic ecology, contamination, water quality and hazards and risks.
The Commission has access to all previous written submissions made to the Department, however it is particularly helpful for the Commission to also hear the community’s views on the Department’s Assessment Report and recommended conditions, which can be found on the Commission’s website.
The Commission is inviting the public to make written submissions via the Make a Submission portal on the Commission’s website. Written submissions will be accepted until 11:59 PM AEST on Tuesday 25 August 2026.
