Minister’s Statement of Expectations

The Minister's Statement of Expectations for the Independent Planning Commission sets out the Minister’s expectations of the Commission in relation to its purpose, functions, and roles. It also establishes governance objectives and key performance indicators in relation to timeliness as well as accessibility, independence, transparency and legal robustness of Commission decisions.

Ministerial correspondence regarding the Climate Change (Net Zero Future) Act 2023

In June 2024, the Minister wrote to the Commission Chair regarding recent updates to the NSW Government’s climate change policy framework, forwarding on to the Commission Chair correspondence that the Minister had received from the Hon. Penny Sharpe MLC, Minister for Climate Change, Minister for Energy, Minister for the Environment and Minister for Heritage. Correspondence from the Net Zero Commission

In December 2023, NSW Parliament established the Net Zero Commission under section 12 of the Climate Change (Net Zero Future) Act 2023. Like the Independent Planning Commission, the Net Zero Commission is not subject to the control or direction of the Minister, except where expressly provided under an Act.

The functions of the Net Zero Commission are set out under section 15 of its Act. One of those functions is to provide advice and make recommendations to the Secretary of NSW Departments or the Independent Planning Commission.

In September 2025, the Chair of the Net Zero Commission wrote to the Independent Planning Commission Chair.  This correspondence contained advice on the Net Zero Commission’s Annual Progress Reports and consideration of climate change matters in the planning system.
