Public meeting for Novus on Victoria, Chatswood - Build-to-Rent

The community will be able to have its say at a public meeting on the State significant development application for Novus on Victoria, Chatswood – Build-to-Rent (SSD-63324208). The proposed Novus on Victoria, Chatswood project entails the construction of a build-to-rent development with ground and first floor retail premises, 260 residential units, communal facilities and two basement levels.  

The decision on whether the development application will be given planning approval has been referred to the Independent Planning Commission under Ministerial delegation. A Commission Panel comprised of Andrew Mills (Chair) and Simon Smith will take written submissions, meet with key stakeholders, hold a public meeting and determine the development application.

The Commission has access to all previous written submissions made to the Department of Planning, Housing and Infrastructure on this proposed development, however it is particularly helpful for the Commission Panel to also hear the community’s views on the Department’s Assessment Report, which can be found on the Commission’s website. The key issues identified in the Department’s whole-of-government assessment of the development application include design excellence, built form, residential amenity, parking and waste.

A livestreamed public meeting on the Novus on Victoria, Chatswood – Build-to-Rent project will be held at the Zenith Theatre at Mcintosh Street & Railway Street, Chatswood NSW 2067 on Friday 6 February 2026 from 10:00am (AEDT). If speakers are unable to attend in-person they may opt to present their submission over the telephone. Anyone wishing to present at the public meeting must pre-register on the Commission’s website using the Speaker Registration Form.

Anyone else wishing to observe the public meeting as an audience member is also asked to pre-register to assist the Commission in managing venue capacity given the level of local interest in this project. Please pre-register to join the audience using the online form.  

The deadline for speaker and in-person audience registrations is 12:00 noon on Thursday 29 January 2026.

The Commission also invites members of the public to make written submissions on the application, which can be lodged via the ‘Make a Submission’ portal on the Commission’s website. Written submissions made via post or email will also be accepted provided they are received by the submission close date.  

Written submissions will be accepted until 11:59pm on Tuesday 10 February 2026.

Please note 
The public meeting will be livestreamed on the Commission’s YouTube channel. Registered speakers will be asked to nominate their preference for presenting at the Public Meeting either in-person at the venue or by dialing in by telephone. Please note that if the demand for either in-person or virtual attendance is low, the Commission may opt to conduct the meeting either entirely virtually or entirely in person. Similarly, if demand for speaker timeslots is high and Friday 6 February 2026 becomes fully booked, the Commission may schedule a second day. If either of these scenarios occur, this will be fully communicated to all registered speakers in advance, including how the Commission can assist people to attend the meeting virtually. These flexible arrangements ensure as many people as possible have the opportunity to be heard, while making best use of public resources.
