Triniti Lighthouse Build-to-Rent, North Ryde approved subject to conditions

The NSW Independent Planning Commission has today approved the Triniti Lighthouse Build-to-Rent, North Ryde, located at 39 Delhi Road, North Ryde within the City of Ryde Local Government Area. 

Stockland Development Pty Ltd has sought approval for the state significant development (SSD 55844212) which includes demolition of existing hardstand concrete and fencing, excavation and construction of a mixed-use development comprising build-to-rent housing with a basement carpark and ground level retail and commercial uses. 

The Triniti Lighthouse Build-To-Rent Project is expected to support approximately 400 jobs during the construction phase and once operational, the build-to-rent and commercial tenancies will generate an estimated 196 ongoing jobs. The Applicant would also pay $9,425,177 in developer contributions to the Ryde City Council.

This application was referred to the Independent Planning Commission for determination because more than 50 public objections were made to the Department of Planning, Housing and Infrastructure during its assessment of the Project, and because Ryde City Council objected to the proposal.

The three-member Commission Panel, comprising Suellen Fitzgerald (Panel Chair), Michael Chilcott and Dr Bronwyn Evans AM met with key stakeholders, conducted a site inspection and locality tour, held a community stakeholder meeting, and received 112 written submissions.  

In its Statement of Reasons for Decision, the Commission found that the development “supports the NSW Government’s target of delivering 377,000 well-located homes over the next five years, as well as the National Housing Accord’s goal of providing 1.2 million new, well-situated homes nationwide within the same timeframe.”  The Commission also found that the Site is particularly well-suited for development, being located in an established urban precinct that is serviced by existing infrastructure and is close to the North Ryde Metro Station.

The Commission considered the concerns raised by community members relating to built form, residential amenity, traffic and transport, parking, socioeconomic impacts and construction.

The Commission finds that the Project meets legal requirements, is consistent with NSW Government policies and on balance its approval is in the public interest. The Commission has therefore determined to approve the Application subject to conditions of consent that mitigate or address many of the concerns raised.
