The NSW Independent Planning Commission has today approved The Timberyards by RTL Co. (SSD-76927247), a residential housing development located at Victoria Road, Sydenham Road, Farr Street and Mitchell Street, Marrickville in the Inner West Council Local Government Area (LGA).
The Trustee for RTL Marrickville Property Trust (the Applicant), sought approval for the demolition of existing structures and construction of seven buildings across 39 separate allotments.
The development would range in height from five to 14 storeys and, subject to conditions imposed by the Commission requiring design changes to buildings D and G, would comprise:
- 474 build-to-rent apartments (BTR);
- 115 in-fill affordable housing apartments;
- 577 co-living dwellings; and
- 1,425m2 of retail and neighbourhood shop floor space.
The development application was referred to the Commission for determination by the Minister for Planning and Public Spaces, and the Commission has made its determination as delegate of the Minister.
The three-member Commission Panel, comprising Michael Chilcott (Chair), Juliet Grant and Suellen Fitzgerald met with key stakeholders, conducted a site inspection, received 37 written submissions and held a public meeting where they heard from 10 speakers.
In its Statement of Reasons for Decision (LINK), the Commission noted that the development will “deliver purpose-built BTR housing units designed to provide long-term tenancies, in-fill affordable housing apartments, co-living dwellings and retail floor space in a highly accessible location”. The development supports the National Housing Accord, which sets a national housing target of delivering 1.2 million new homes over five years from mid-2024, with NSW’s share being 377,000 well-located homes.
The Commission has considered matters raised by community members and Inner West Council, including those relating to built form and building separation, residential amenity, car parking, affordable housing, neighbourhood character and construction impacts. As a consequence, conditions of consent have been imposed to mitigate potential impacts identified in the Commission’s assessment of the Application. Those conditions require, amongst other things, the Applicant to:
- increase building separation at Buildings D and G to improve amenity to neighbouring properties;
- provide ongoing management of car parking spaces;
- provide an accessible path of travel through the Site from Victoria Street to Farr Street;
- prepare management plans to provide regular updates to the local community and Inner West Council about key construction dates and activities; and
- prepare management plans to minimise construction impacts, including a construction traffic and pedestrian management plan.
