The NSW Independent Planning Commission has today approved a seniors housing development application (SSD-69377980), located at 28 Marrickville Avenue, Marrickville in the Inner West Local Government Area.
The Maronite Sisters of the Holy Family Village sought approval for the demolition of the existing residential care facility and construction of a new four-storey, 100-bed facility comprising ground floor amenities including a chapel / multi-purpose space; internal courtyard; dining facilities; staff administration; car, bicycle and ambulance parking; and pedestrian access via a new entry gate.
The two-member Commission Panel, comprising Ken Kanofski (Chair) and Suellen Fitzgerald, met with key stakeholders, conducted a site inspection and held a public meeting at which the Panel heard from 13 speakers. In addition, the Panel received 16 written submissions.
In its Statement of Reasons for Decision, the Commission found that the development will support State government priorities and respond to the needs of an ageing population by providing contemporary seniors housing in an accessible location.
Key concerns raised in submissions received by the Commission included transport, access and parking, noise, possible impacts to the heritage boundary wall, and construction impacts. The Commission has imposed conditions of consent to mitigate and manage potential impacts related to these concerns. The conditions require the Applicant to ensure:
- the design of the development has incorporated all of the recommendations of the Applicant’s Acoustic Report to ensure it will comply with relevant noise limits and criteria;
- traffic is minimised and pedestrian safety is maintained via a car parking, loading and servicing management plan;
- the protection of the heritage boundary wall during both construction and operation; and
- a Construction Environmental Management Plan is prepared and implemented, which includes provisions for regular updates to the local community and Council about key construction dates and activities.
